Volunteering with APTA Vermont is a great way to meet others in our state’s physical therapy community and to advocate on behalf of our profession and patients.  We have lots of different committees which are always welcoming new members and we have several open leadership positions available as well!  Browse the committees and positions below and contact us with how you’d like to get involved!

BOARD OF DIRECTORS

Report to: Board of Directors

Term: 2-year term, no more than two consecutive terms; 15 hours per month
Position Objectives: Represent the Vermont Chapter. Serve on the Board of Directors.

Benefits: Make a lasting contribution to the Vermont Chapter of APTA. Contribute to motions that make a difference to chapter members and the practice of physical therapy in Vermont. Work with people who, like you, have a passion for physical therapy.

Specific Responsibilities:

  1. Be familiar with the documents in Sections I and II of the Chapter’s Policy & Procedure Manual, the Overview of Board of Directors & Executive Committee, and the roles of all chapter leadership.
  2. Call, preside over, and approve agendas for all meetings of the chapter, Board of Directors, and Executive Committee.
  3. Serve as the official representative of the chapter, and be an advisory non-voting member of all committees and task forces (except the Nominating and Ethics committees).
  4. Submit an annual report of chapter activities to the Association and membership.
  5. Orient and advise the President-Elect regarding duties and responsibilities.
  6. Be responsible for all contractual arrangements made on behalf of the Vermont Chapter. A lawyer may be consulted as the President deems appropriate or upon the direction of the Board of Directors.
  7. Be responsible, directly or by delegation of authority to any other chapter member, for correspondence between the Association, the chapter Board of Directors, and the chapter membership.
  8. Participate in APTA’s Component President’s Meetings, online community discussions, etc., to the extent possible; stay up to date with Association communications and share as needed; meet Association deadlines with support from other chapter leadership as needed.
  9. Be responsible for instituting appropriate action when general responsibilities are not carried out by Board members, contracted individuals, committee chairs, etc.
  10. Serve as Alternate Delegate in APTA’s House of Delegates.
  11. Fulfill general Board of Directors responsibilities (participate in chapter Board meetings and annual strategic planning and budgeting process; be familiar with chapter core documents, and become familiar with Robert’s Rules of Order Newly Revised; fulfill communication and reporting requirements; contribute to the newsletter and update website as appropriate; respond to occasional member queries).

    12. Fulfill general Executive Committee responsibilities (develop/maintain procedural documents, with approval by the Board of Directors; conduct urgent business on behalf of the chapter between Board meetings, if needed; serve as liaison to leadership as indicated in Organizational Chart).

    Qualifications: Must fulfill qualification requirements outlined in the chapter bylaws. Must be available to participate in Board and membership meetings, as well as APTA meetings as needed. Must be organized. It is helpful to have served in one or more other roles within the chapter, so you have a clear overview of your leadership role and of the chapter within APTA.

    Training and Evaluation: You will be oriented by your predecessor and/or by the Executive Director. You will be given the opportunity to provide feedback periodically on the functionality of the chapter and the Board of Directors and of your role within the chapter and APTA. The goal of the evaluation process is to improve the function of the chapter and to provide personal and professional development for you.

Report to: Board of Directors 

Term: 2-year term, no more than two consecutive terms; 10 hours per month 

Position Objectives: Serve on the Board of Directors. Serve as chair of the Bylaws Committee. Serve on the Finance Committee. Serve as Organizational Committee Liaison as assigned.

Specific Responsibilities: 

1. Be familiar with the documents in Sections I and II of the Chapter’s Policy & Procedure Manual, the Overview of Board of Directors & Executive Committee, and the roles of chapter leadership with which you liaison according to the Chapter’s Organizational Chart. 

2. Support the President in fulfilling the goals and objectives of the chapter. 

3. If there is no President-Elect, assume the position of President if he/she is absent or incapacitated. 

4. Serve as chair of the Bylaws Committee. 

5. Sere as member of the Finance Committee. 

6. Work with the Executive Director to maintain the Policies & Procedures Manual of the chapter, and submit updates of policy changes to the Board of Directors as needed. 

7. Fulfill general Board of Directors responsibilities (participate in chapter Board meetings and annual strategic planning and budgeting process; be familiar with chapter core documents, and become familiar with Robert’s Rules of Order Newly Revised; fulfill communication and reporting requirements; contribute to the newsletter and update website as appropriate; respond to occasional member queries). 

8. Fulfill general Executive Committee responsibilities (develop/maintain procedural documents, with approval by the Board of Directors; conduct urgent business on behalf of the chapter between Board meetings, if needed; serve as liaison to leadership as indicated in Organizational Chart).

Specific Responsibilities:

  2. Draft agendas for chapter, Board of Directors, and Executive Committee meetings and share with the President for approval.
  3. Record and distribute minutes of all chapter, Board of Directors, and Executive Committee meetings to meetings participants. Minutes should be brief and state what was done by the chapter, not what was said or debated by those present. Minutes should accurately reflect motions that were voted upon.
  4. Distribute meeting minutes to APTA within forty-five (45) days of the meeting date.
  5. Assist the President with correspondence, as needed.
  6. Fulfill general Board of Directors responsibilities (participate in chapter Board meetings and annual strategic planning and budgeting process; be familiar with chapter core documents, and become familiar with Robert’s Rules of Order Newly Revised; fulfill communication and reporting requirements; contribute to the newsletter and update website as appropriate; respond to occasional member queries).
  7. Fulfill general Executive Committee responsibilities (develop/maintain procedural documents, with approval by the Board of Directors; conduct urgent business on behalf of the chapter between Board meetings, if needed; serve as liaison to leadership as indicated in Organizational Chart).

Specific Responsibilities:

  1. Be familiar with the documents in Sections I and II of the Chapter’s Policy & Procedure Manual, the Overview of Board of Directors & Executive Committee, and the roles of chapter leadership with which you liaison according to the Chapter’s Organizational Chart.
  2. Review monthly and quarterly financial reports provided by the Executive Office, and share quarterly financial statements with the Board of Directors and Finance Committee following the close of each quarter.
  3. With the Executive Office, maintain complete and accurate financial records, serve as custodian of all funds of the chapter, and ensure financial matters are executed in accordance with chapter policies & procedures and Association guidelines.
  4. Serve as chair of Finance Committee, lead the preparation of the annual budget, and report on the financial status of the chapter at membership and Board meetings.
  5. With the Executive Office, submit an annual financial report to APTA, and arrange for peer audit or external audit in accordance with chapter policies & procedures and Association guidelines; report results to the Board each fiscal year.
  6. Fulfill general Board of Directors responsibilities (participate in chapter Board meetings and annual strategic planning and budgeting process; be familiar with chapter core documents, and become familiar with Robert’s Rules of Order Newly Revised; fulfill communication and reporting requirements; contribute to the newsletter and update website as appropriate; respond to occasional member queries).

  2. Represent the chapter in the Association’s House of Delegates, and be responsible for the voting delegation of the Vermont Chapter.
  3. Report to the chapter and Board of Directors on the action of the House of Delegates.
  4. Seek membership input when considering House of Delegate motions.
  5. Keep notes of chapter action throughout the year to guide participation in the House of Delegates.
  6. Present to the House of Delegates any resolutions or other matters regarding national policy that the chapter wishes to be discussed.
  7. Attend the annual and special meetings of the House of Delegates of the Association and review pertinent materials by the House deadlines.
  8. Attend the biannual and special meetings of the Northeast Caucus
  9. Fulfill general Board of Directors responsibilities (participate in chapter Board meetings and annual strategic planning and budgeting process; be familiar with chapter core documents, and become familiar with Robert’s Rules of Order Newly Revised; fulfill communication and reporting requirements; contribute to the newsletter and update website as appropriate; respond to occasional member queries).

  2. Attend the meetings of the PTA Caucus on behalf of the chapter.
  3. Present to the PTA Caucus such matters as approved by the Board of Directors.
  4. Report to the Board of Directors and membership on the action of the PTA Caucus.
  5. Fulfill general Board of Directors responsibilities (participate in chapter Board meetings and annual strategic planning and budgeting process; be familiar with chapter core documents, and become familiar with Robert’s Rules of Order Newly Revised; fulfill communication and reporting requirements; contribute to the newsletter and update website as appropriate; respond to occasional member queries).

Position Objectives: Investigate any Vermont Chapter ethics complaints. Serve on the Board of Directors (Ethics Committee Chair only)

Specific Responsibilities:

  1. Be familiar with the documents in Sections I and II of the Chapter’s Policy & Procedure Manual.
  2. Investigate any ethics complaints according to the Association’s stated procedures.
  3. Make annual report to the Annual Membership Meeting, per bylaws
  4. Ethics Committee Members: Fulfill general leadership responsibilities (participate in chapter Board meetings and annual strategic planning and budgeting process as needed; fulfill communication and reporting requirements; respond to occasional member queries).
  5. Ethics Committee Chair: Fulfill general Board of Directors responsibilities (participate in chapter Board meetings and annual strategic planning and budgeting process; be familiar with chapter core documents, and become familiar with Robert’s Rules of Order Newly Revised; fulfill communication and reporting requirements; contribute to the newsletter and update website as appropriate; respond to occasional member queries).

STANDING COMMITTEES

Report to: Board of Directors

Term: Elected position – serve for 3 years (committee member for 2 years, chair in the third year); 10 hours per month.

Position Objectives: Lead the effort to fill vacant positions in the Vermont Chapter. Serve on the Board of Directors (Nominating Committee Chair only). Serve as Organizational Committee Liaison as assigned (Nominating Committee Chair only).

Specific Responsibilities:

  1. Be familiar with the documents in Sections I and II of the Chapter’s Policy & Procedure Manual, the Overview of Board of Directors & Executive Committee, and the roles of all chapter leadership.
  2. At least one month prior to the July Board Meeting, notify the chapter Board of Directors of all open elected offices and ask for candidate recommendations.
  3. Share pertinent material from the chapter policy & procedure manual with potential candidates, including job description, calendar, strategic plan, etc., and have them submit necessary forms.
  4. Create draft slate and submit with call for “nominations from the floor” to the Executive Director to include in the member newsletter (goal is to do this by August 1, but definitely with sufficient time to submit final slate to membership 30 days prior to annual membership meeting, per bylaws).
  5. Review the qualifications of the nominees (must be chapter members meeting the qualifications for office per bylaws) shall be considered by the committee.
  6. Select the best qualified candidates for each vacancy to be filled (two candidates per position is ideal), and notify nominees regarding whether or not they were slated.
  7. Submit final slate and candidate forms to the Executive Director for creation of online ballot and mail ballots for those without e-mail on file (goal is by September 1 to allow time to build online voting mechanism; ballot must be launched no later than 30 days prior to fall membership meeting, per bylaws).
  8. Close voting after fall membership meeting; Executive Office counts the ballots and notified Nominating Committee of results.
  9. Contact candidates with results and create an announcement for the Executive Director to include in the member newsletter (goal is to do this by December 1, but definitely no later 45 days after fall membership meeting, per bylaws).
    1. Assist with filling other vacant (non-Board) positions.
    2. Be responsible for chapter awards, and coordinate nominations for APTA awards and/or for national office.
    3. Make annual report to the Annual Membership Meeting, per bylaws
    4. Nominating Committee Chair only: Fulfill general Board of Directors responsibilities (participate in chapter Board meetings and annual strategic planning and budgeting process; be familiar with chapter core documents, and become familiar with Robert’s Rules of Order Newly Revised; fulfill communication and reporting requirements; contribute to the newsletter and update website as appropriate; respond to occasional member queries).

Term: Vice President serves as Bylaws Chair and may select additional committee members if needed; when there are changes to the bylaws, can be up to 5 hours per month

Position Objectives: Review and update the Vermont Chapter bylaws.

Specific Responsibilities:

  1. Be familiar with the documents in Sections I and II of the Chapter’s Policy & Procedure Manual.
  2. Suggest bylaw revisions that are received from the Board of Directors, the membership, or the APTA Parliamentarian.
  3. Bylaw amendment process per APTA guidelines (in chronologic order)
    1. 60 days prior to giving notice to the membership, the component must forward two copies of the following to Component Services: the current bylaws, the proposed bylaw amendments with support statements, and the date the proposed bylaw amendments will be voted on by the component membership.
    2. The parliamentarian will review the proposed amendments for inconsistencies with American Physical Therapy Association (APTA) bylaws and the Model Component Bylaws, and provide written feedback to the component. The Parliamentarian may also include comments about other aspects of the bylaws that may need the attention of the component.
    3. If the parliamentarian finds that the bylaws and the proposed amendments are in compliance, Component Services will so inform the component which then may give notice of the bylaw amendments to the component membership, following the rules for amendments stated in the component’s bylaws.
    4. If the parliamentarian finds that revisions are needed, the component incorporates changes per the parliamentarian’s comments, and forwards the revised bylaws and/or amendments to Component Services. (Repeat steps a through c.)
    5. The component adopts the bylaw amendments (by membership vote in concurrence with elections) and forwards the bylaws, incorporating all adopted amendments, to Component Services. These bylaws must be presented with amendments either highlighted in boldface and italics for additions, insertions, or substitutions, or highlighted in strikeover for deletions.
    6. The parliamentarian reviews the adopted bylaws. If the bylaws are found to be in compliance, the parliamentarian reports an opinion, through Component Services, to the House Officers tasked to review component documents.
  1. If not in compliance, the parliamentarian recommends further revisions to the component bylaws. The component revises the bylaws and forwards them to Component Services. (Refer back to Step d.)
  2. The House Officers tasked to review component documents reviews the adopted bylaws and the parliamentarian’s assessment of the component bylaws.
  3. Notice of the House Officer’s approval is sent to the component and the parliamentarian.
  4. Notice of the House Officer’s disapproval with rationale is sent to the component and the parliamentarian. (Refer to Step d.)
  5. Appeal Process:An appeal of the House Officers tasked to review component documents decision not to approve bylaws or bylaw amendments shall be forwarded to the Association President.
  6. Disseminate revised bylaws to the membership once final approval is received by APTA.

Term: The Treasurer shall chair the Finance Committee to be composed of the Vice President and a consultant who is appointed by the Executive Committee, can be up to 5 hours per month

  5. Make annual report to the Annual Membership Meeting, per bylaws

Position Objectives: Promote chapter and APTA communication in the Vermont Chapter. Conduct business in accordance with and directed toward goals and objectives of the chapter strategic plan.

Specific Responsibilities:

  3. Assist with production chapter newsletter content with the Executive Director and/or President.
  4. Create and maintain social media platforms that are appropriate for Vermont Chapter members and potential members in the state (Facebook, etc.).
  5. Post pertinent information from chapter newsletters on social media at least every other week.
  6. Promote and monitor APTA’s Vermont Chapter Online Community.
  7. Monitor and help maintain the Vermont Chapter website.
  8. Coordinate with other organizational committees to identify relevant and valuable content to communicate to members and potential members in the state.
  9. Assist with the marketing/promotion of chapter activities through all communication media
  10. Fulfill general leadership responsibilities (participate in chapter Board meetings and annual strategic planning and budgeting process as needed; fulfill communication and reporting requirements; respond to occasional member queries).

Position Objectives: Provide continuing education in the state of Vermont. Conduct business in accordance with and directed toward goals and objectives of the chapter strategic plan.

Specific Responsibilities:

  1. Be familiar with the documents in Sections I and II of the Chapter’s Policy & Procedure Manual.

  3. With assistance of Executive Director, conduct yearly chapter member survey regarding continuing education topics of interest to the chapter.
  4. Coordinate the education sessions for the Annual Membership Meeting and serve on the Annual Membership Meeting Committee.
  5. Contact potential speakers regarding availability; discuss honorarium, etc., based on chapter budget.
  6. With assistance of Executive Director, send chapter speaker letter to speaker to finalize terms of agreement, date, topic, etc.; speaker is to submit session description and objectives.
  7. Ensure that all content meets criteria for Continuing Competence Units based on Vermont State Administrative Rules for Physical Therapy.
  8. In consultation with the Board of Directors set registration fees and send information to Executive Director to set up online and mail-in registration and announce in newsletter.
  9. Attend session to register people onsite and handle logistics (Executive Director will send badges, certificates, and onsite registration forms).
  10. Develop plan for spring continuing education offerings in the state.
  11. Fulfill general leadership responsibilities (participate in chapter Board meetings and annual strategic planning and budgeting process as needed; fulfill communication and reporting requirements; respond to occasional member queries).

Term: Government Affairs Chair appointed by the Board of Directors – 2-year term, no more than two consecutive terms unless authorized by the board. Time commitment can be up to 10 hours per month during state legislative session, 1-2 hours per month the rest of the year.
Federal Affairs Liaison (FAL), appointed by Board of Directors for 1-year term, serves on the Government Affairs Committee. Time commitment can be up to 5 hours per month during state legislative session, 1-2 hours per month the rest of the year.

Additional committee members appointed as needed.

Position Objectives: To monitor legislative issues of interest to Vermont Chapter membership. Conduct business in accordance with and directed toward goals and objectives of the chapter strategic plan.

Specific Responsibilities:

  1. Be familiar with the documents in Sections I and II of the Chapter’s Policy & Procedure Manual.

  3. Work with Vermont Chapter Lobbyist to monitor legislative issues of interest to Vermont Chapter membership (typically a weekly call between the committee chair or designated committee member).
  4. Contact APTA’s State Government Affairs Department at least twice per year to update them on legislative issues in the state.
  5. Chair typically attends APTA’s State Policy Forum in the fall.
  6. FAL attends Federal Advocacy Forum and has additional responsibilities outlined byAPTA as follows:
    1. Provide input from the chapter/section to APTA’s government affairs staff
    2. Disseminate information to the grassroots membership from the APTA Board of Directors and government affairs staff
    3. d. Help recruit participants for APTA advocacy events, such as the Federal Advocacy Forum, rallies, practice visits, fundraisers, or other grassroots activities

      1. Coordinate practice visits in your state by bring members of Congress into different physical therapy practice settings
      2. Attend political events, with the assistance of PT-PAC in your state
      3. Coordinate with the state legislative chairperson on component grassroots networks, policy development, and identification of emerging issues
      1. Provide members with information regarding legislation affecting their practice.
      2. Position Objectives: To help advance the practice of physical therapy, address practice concerns of the members, serves as a resource for members for state regulations/legislation and the implications for all practice settings within the state. Conduct business in accordance with and directed toward goals and objectives of the chapter strategic plan.

Specific Responsibilities:

  1. Be familiar with the documents in Sections I and II of the Chapter’s Policy & Procedure Manual.

  3. Develop materials and resources specific to the chapter’s specialty areas that will be helpful for chapter members.
  4. Identify areas of PT practice within the Chapter that require the development of policy statements, fact sheets and other resources to advise members on best practice and others to enhance the quality of physical therapist care.
  5. Encourage the use of evidence-based practice.
  6. Function as a resource on the practice of physical therapy.
  7. Be familiar with the APTA Practice web site resources.
  8. Familiarize yourself with the changing health care environment relevant to physical therapist practice and provide guidance to those members who are trying to adjust to those changes.
  9. Function as an informational resource to members when addressing their practice questions by developing a network of resources.
